Tier 0
- PD: lobby, booking, cells, evidence, public path.
- Hospital: reception, beds, ambulance entry, EMS flow.
- Mechanic: intake, bays, lifts, storage, vehicle spawns.

Tier 1
After Tier 0 works without clipping, add housing that matches your resource and one staffed business. Wire inventory and doorlocks after the shell is clean.
Tier 2
Airports, malls, mega-mansions, and dense corridors can be heavy. Space hero interiors, add one at a time, and test from a block away. Read the IPL guide before changing job coordinates.
Order
- Stage PD, hospital, and mechanic alone.
- Fix conflicts, then configure jobs.
- Add homes, a business, then landmarks.
